Controversial employee dismissed from BIEK
Karachi: The Board of Intermediate Education Karachi (BIEK) has dismissed a junior clerk, Naeem Khatri, after he was found guilty of misconduct, corruption and unsatisfactory performance at work, it has been learnt.
The BIEK, however, requires official approval from its board of governors to endorse the decision.
Sources said that termination of Khatri's job services was ordered with immediate effect under Sub Section-1 of Section-3 of the Removal from Services (Special Powers), Sindh Ordinance-2000, with the BIEK confident that the decision would be endorsed in the next meeting of the board of governors, scheduled for January 25.
BIEK Chairman Anwar Ahmed Zai had issued several explanation letters to the employee, sources said, but no change was ever witnessed in his attitude and behaviour.
After a prolonged investigation, the Board decided to penalise Khatri and dismiss him. Sources maintained that Khatri himself confessed to the charges levelled against him during a hearing chaired by chairman of the board of directors.
Khatri's career has been rife with allegations since his appointment as a typist in the Board on January 25, 1995. On October 09, 2001, the Board had to issue an explanation letter No. BIE/Admin (Estt)/PM-139/578/2001 to Khatri for not taking interest in his work, and a month later, a reminder was also issued to warn him about negligence at work, sources narrated.
In April 2002, the then BIEK deputy secretary found Khatri involved in activities that were said
to be "contrary to official norms," with a woman named Fareeda Rehman also lodged a complaint against Khatri, alleging that he was involved in immoral activities.
During his service, various penalties were imposed on Khatri, including withholding of annual increments and his demotion from the post of a typist to a junior clerk. The Board had also received a complaint that during suspension from service, Khatri had taken Rs75, 000 as loan on interest basis, sources said.
In March 2004, the then BIEK in-charge of enrolment also lodged a complaint against Khatri, alleging that he had found him involved in "suspicious activities." Later on, the Board received various complains that Khatri had collected fees from candidates, but did not deposit the forms at the Board office.
Khatri was also sent a show-cause notice, bearing office letter No BIE/Admin (Estt)/PM-139/603/2006 in March 2006, for deliberately changing the examination centre for practical examinations without the approval or permission from the competent authorities.
Meanwhile, BIEK Chairman Anwar Ahmed Zai said that in August 2009, the Board had to suspend Khatri for issuing forged admit cards to candidates. Despite repeated warnings and a couple of suspensions, Khatri did not change his attitude, and left the Board with no other option but to dismiss him, he said.
Zai said that Khatri has filed a mercy petition, but there is no room left for considering his appeal.
He said that the Board would take serious action against all those found guilty of misconduct and corruption.
