Rawalpindi, Jan 25: Punjab government will soon ban the sale of examination guess papers and has already computerised the primary and middle examinations procedure to improve the education standard.

This was stated by Chairman Task Force for Elementary Education Punjab Raja Muhammad Anwar while chairing a meeting to review the arrangements for holding the elementary and middle examinations here at the Commissioner Office.

The computerised procedure would help eliminate the 'booti mafia' (cheaters) from the province, he said and added that more than 2.3 million students would appear in the primary and middle examinations this year, starting next month.

Raja Anwar said the examinations should highlight bright and intelligent students, so they could be awarded scholarships. He said Punjab government has established an Endowment Fund for Education with Rs100 million and 20 per cent of this amount has been allocated for primary education.

He was of the view that the upcoming primary and middle examinations would not only grade the students but also the teachers and their divisions.

Chief Executive Examination Commission Punjab Nasim Nawaz told the meeting that six sets of examination papers have been printed to check any chance of leakage. He said to ensure transparency of the answer sheets, they would be sent to other divisions for marking.

Commissioner Rawalpindi Division Zahid Saeed while ensuring the security arrangements at examination centres said all executive district officers (EDOs) of Education should send reports to the concerned police stations.

He directed the district coordination officers (DCOs) to depute a policeman or a civil defence volunteer at each of the examination centres, wherever security situation so require. In addition, the school security guards and watchmen should also be deputed to protect the examination centre from terrorists.

According to a press release issued on Monday, BIEK has advised the students of Pre-Medical, Pre-Engineering and Science General Group to collect the programme before February 3 from the Government College for Men, Nazimabad (Male Candidates) and Sir Syed Government Girls College, Nazimabad (Female Students).

The same policy is also adopted for similar deficiencies in the cases of the failures of Diploma in Business Administration (DBA) course.

The last chance for receipt of renewal of Registration Forms is January 29, 2010 and the last date for receipt of Examination Forms is February 08, 2010, he added.He advised all failed candidates of DAE and DBA to contact their respective colleges for obtaining renewal of the forms immediately.

Controversy regarding teachers test persists at KU
Karachi, Jan 26: The controversy with regard to allowing the permanent faculty at University of Karachi (KU) to enroll in the MS/PhD programmes without appearing in the entrance test continues to persist.

The controversy started when the Karachi University Teachers Society (KUTS) asked the Vice Chancellor KU Prof. Qasim Raza Pirzada to allow the permanent faculty to be enrolled for MS/PhD programmes without appearing in the entrance test. The VC agreed to the demand, however, the Higher Education Commission (HEC) warned the university that if the teachers were exempted from appearing in the entrance test, then the HEC would not recognise the degrees of such teachers.

Chancellor KU and Governor Sindh Dr Ishrat ul Ebad also took note of the controversy and called it an issue that should not have cropped up at all.

In the meantime, two former students of Department of Mass Communication have written a letter to the KU VC Prof. Qasim requesting him to revert the decision about the tests. They wrote that 'it will taint the name and reputation of our alma mater'. The students further maintained that they had no intention to 'drag our alma mater and taint its name in the courts of law'. A source, though, revealed that the former students do intend to file a petition against the decision.

In this regard President KUTS Dr Abid Hasnain said that they are not against the tests, and of course the teachers are 'not afraid of the tests', but 'our stand is that the teachers should not be taking the tests with their students, and secondly a teacher that has passed his examinations and has been recruited through the selection board should not be humiliated in this manner'. Dr Hasnain challenged those who could tell him if any university in the world was testing its teachers before they began their higher education.

Moreover, the move by KUTS was vehemently opposed by deans of all faculties, citing it a move to deteriorate the educational standards of the university. A considerable number of KU teachers said on Monday revealed that they had no objection in appearing in the tests, and that actually they had taken the test that were held last Sunday.

Meanwhile, the dean of a faculty, requesting anonymity, confirmed that many teachers had indeed taken the test and the he (the dean) could give the exact number of the teachers who appeared in the test, on Tuesday.

Lahore, Jan 26: Education Commission Chairman Dr Javaid R Leghari has said that the commission has submitted a proposal to increase the number of scholarships from 1,000 to 5,000 with the support of the USAID.

He stated this during his visit to the University of University of Veterinary and Animal Sciences (UVAS) here on Monday. He said the UVAS had become a centre of excellence, adding that it should act as a lead centre for the setting up new universities.

The HEC chairman asked the UVAS to offer its expertise for setting up more veterinary and animal sciences universities in other provinces which were necessary to tap the resources in the livestock and dairy development and agriculture sectors.

Dr Leghari said the universities' faculty must go for research and translate it into market economy instead of fulfilling the requirements of promotions and strengthening their curriculum vitae. He said the HEC would continue focusing on imparting quality education as well as producing quality faculty in universities.

UVAS Vice-Chancellor Prof Dr Muhammad Nawaz said his university would provide technical support for the setting up new universities. He said the UVAS was working for developing innovative technologies for strengthening national economy with the private sector's cooperation.

The VC said the university had transformed its teaching and assessment methods and research. He said the UVAS had triggered enormous faculty growth within three years and added that the number of faculty had increased from 77 to 226, while the number of PhDs faculty was increased from 23 to 77, and 97 faculty members were seeking higher education.

Dr Nawaz said he gave incentives to the faculty members who helped produce research papers published in journals whose number was one in 2006, 45 in 2007-08 and 72 in 2008-09. He said the university had developed kits to detect milk adulteration, molecular characterisation of Nili, Ravi and Nili Ravi buffalo breeds. He said the university was developing training and research centre for livestock marketing and developing dairy platform.

UVAS Vice-Chancellor under an MOU had been signed with a private firm which would provide the machinery worth Rs 50.5 millions to the UVAS Ravi Campus, Pattoki.

Ms Palwasha Khan, MNA, also attended the presentation given. Lahore, Jan 21: The Punjab government has deferred ban on private students to appear in science and other practical subjects in part-wise Secondary School Certificate (Matriculation) examination.

In a press statement issued from Board of Intermediate & Secondary Education (BISE) Lahore, the controlling authority of BISEs of the province deferred the ban for one more year.

The statement added that private candidates were now allowed to appear in Secondary School Certificate (Part-I) examination 2010 and (Part-II) examination 2011 under the part-wise examination system.

Teachers of private and state-run schools are forcing students of Class-IX and X to buy 'supporting books' of their favourite authors for the preparation of their annual examinations.

Some students and their parents on Wednesday said teachers threatened students who dared to defy their orders.

They said authors and publishers of these helping books reportedly hired the services of teachers who then forced students to buy them as these books were a 'guarantee' of success in the examination.

They said the chief minister had announced free education for all students, but the teachers were compelling students to buy expensive books.

Lahore: The Punjab University (PU) vice-chancellor, Prof Dr Mujahid Kamran, has said that, in view of the ever increasing prices of books, the PU is considering to publish low price books on a variety of subjects, through the University Printing Press, for the consumption of students' community.

He was addressing the inaugural session of a two-day international seminar titled "Azad Sadi" held on the eve of 100th death anniversary of the renowned Urdu prose writer, Maulana Muhammad Hussain Azad, at the Sheerani Hall of Oriental College on Wednesday.

Prominent literary figures, intellectuals and men of letters from within the country and abroad, including foreign delegates from India, Japan, Iran and Turkey, attended the seminar.

The VC said the provision of books at economical prices to students would help them study books other than those included in their academic curriculum to enhance their understanding of the world and life.

Lauding the singular services of the Oriental College, the vice chancellor remarked during its 140 years existence, it had served as a cradle of Urdu in this part of the world, producing numerous great masters of Urdu language.

Later, the VC also performed the launching ceremony of five books published by the Oriental College as part of the international seminar comprising manuscripts of Maulana Azad, Azad dictionary, a research journal, taaraf nama comprising prose extracts from Maulana Azadís writing and Intikhab-e-Azad by Dr Aslam Farkhi.

Earlier, Urdu Department chairman Prof Dr Tehseen Firaqi, presenting the welcome address, paid glowing tributes to the great Urdu writer, Maulana Muhammad Hussain Azad, for his multifaceted contributions to Urdu prose and literature, adding that his unique magical prose writing style would not be forgotten even by generations to come.

Dr Muhammad Aslam Farkhi gave a comprehensive life sketch of Maulana Azad, including his extra ordinary literary services. Prof Dr Muhammad Saleem Mazhar underlined the overriding need for using Urdu language as medium of instructions in educational institutions but also for superior services examination. He said towards this end, the vice-chancellor had already constituted Nafaz-e-Urdu Committee.

GENERAL PROVISIONS

AGE RELAXATION:

ASIDE FROM 5 YEARS GENERAL RELAXATION, UPPER AGE LIMIT IS ALSO RELAXABLE AS PER RULES VIZ: -

By three years for candidates belonging to Scheduled Castes, Buddhist Community, recognized tribes of the Tribal Areas, Azad Kashmir and Northern Areas.

By fifteen years or the number of years actually served in the Armed Forces of Pakistan, whichever is less for Released or Retired Officers/ personnel of the Armed Forces of Pakistan.

By ten years, up to the age of 55 years for in-service Government servants who have completed 2 years continuous Government service on the closing date for receipt of applications.

By five years for widow, son or daughter of a deceased civil servant who died during service.

EXPERIENCE:
Unless otherwise prescribed in the Recruitment Rules -the requisite experience (with necessary valid documentary proof)  means the post-qualification experience gained in a regular, full-time paid job including experience of daily wages/ contingent services and that of the on job training subject to its relevancy acquired after obtaining the required qualification till closing date. The experience as part time, honorary, apprentice and internee will not be considered/ counted as experience.

ELIGIBILITY:
Eligibility of the candidates in terms of Recruitment Rules and the advertised conditions shall be determined after the conduct of screening/ professional test/ examination. On detailed scrutiny of the applications if they are found ineligible, their candidatures will be cancelled irrespective of the fact whether they have appeared in the examination/ test or even qualified therein. On rejection of applicants candidatures on the basis of their ineligibility, the Commission defining the reasons of their ineligibility would inform the applicants. The Commission Committee shall hear the rejected candidates on submission of their representations. The candidates should therefore make sure before appearing in the examination/ test, that they are eligible in all respects for the post, they have applied for.-

10% QUOTA FOR EMPLOYMENT OF WOMEN:
In terms of Establishment Division O.M. No. 4/15/2006-R-2., dated 22.05.2007, in addition to their participation in open merit, 10% quota has been reserved for women in all posts. c)   In the event of a tie, the order of merit shall be determined in accordance with    the highest marks secured in the Psychological/Viva Voce tests, should the marks in the Psychological/Viva Voce test of the candidates who tie, be equal then the order of merit shall be decided in accordance with the highest marks obtained by such candidates in the aggregate of the compulsory subjects. If these are the same, then the elder candidate would be placed above the younger one.
